Background

The Sana’a Center is currently implementing the “Mobilising Local Actors for Transformative Peace in Yemen” program, funded by the Kingdom of the Netherlands. The program seeks to foster a Yemeni-led transition toward inclusive and sustainable peace and stability, underpinned by accountable governance, justice, protection, responsive institutions, and the meaningful engagement of youth, minority groups, and local actors.

The program supports four society-led policy spaces focused on:

• Political Transformation and Inclusive Peace;
• Transitional Justice and Reconciliation;
• Environment, Climate and Sustainable Resources; and
• Economic Stabilization and Recovery.

These policy spaces bring together diverse Yemeni stakeholders to generate evidence-based policy recommendations, identify practical solutions to policy and implementation challenges, and contribute to national policy debates and reform processes.

Objective of the Bid

To develop a long-term strategic vision and overarching framework that guides the work of the four thematic policy spaces and strengthens their collective contribution to transformative peace, governance reform, and policy influence in Yemen.

Scope of Work and Responsibilities

Scope of Work

• Develop a shared long-term strategic vision and framework for the four thematic policy spaces.
• Identify opportunities for convergence, collaboration, and mutual reinforcement across thematic areas.
• Establish strategic pathways for policy influence, stakeholder engagement, knowledge generation, and long-term impact.
• Provide periodic strategic reflection and advisory support to ensure the framework remains relevant and responsive to evolving contextual dynamics throughout program implementation.

Role and Responsibilities

Under the direct supervision of the Program Manager and under the overall guidance of the Co-Executive Director of Policy and Partnerships, the consultant will:

• Develop a unified strategy and vision as a guiding framework for the four thematic files: Develop a long-term vision and strategic framework that articulates the program’s overarching policy ambition and intended contribution to transformative peace and governance in Yemen; Identify areas of convergence, complementarity, and potential collaboration across the four thematic policy spaces;Establish strategic pathways for policy influence, knowledge generation, stakeholder engagement, and long-term impact.
• Conduct annual strategic reviews and updating the strategy based on the consultations, including facilitating strategic discussions with program leadership and thematic teams to assess progress, emerging trends, and future priorities; recommend adjustments to the strategic framework to maintain relevance, coherence, and responsiveness throughout implementation; produce updated strategic guidance for the remaining program period, as required.

Methodology

Applicants are expected to propose a practical and participatory methodology for developing the strategic framework. The proposed approach should demonstrate how the consultant will engage program leadership, thematic teams, and selected stakeholders to identify strategic priorities, opportunities for collaboration, and pathways for long-term impact.

The methodology should describe the proposed consultation process, analytical framework, facilitation methods, and approach to synthesizing findings into a coherent strategic vision. Potential methods may include document reviews, stakeholder consultations, strategic reflection sessions, key informant interviews, workshops, and facilitated planning discussions.

The proposal should also explain how the consultant will ensure that the strategy remains adaptive and responsive to changes in Yemen’s political, economic, social, and environmental context throughout the implementation period.

Key Deliverables

• Inception Report including detailed methodology, tools, and time bound action plan
• Long-Term Strategy and Vision Framework for the four thematic policy spaces.
• Strategic briefing and presentation to Sana’a Center management on the framework and recommended implementation approach.
• Three annual strategic review briefs, including recommendations for adaptation and updated strategic priorities.
• Updated versions of the strategic framework, as required following annual reviews.

Requirements

• Master’s degree or higher in public policy, political science, international development, or a related field.
• Extensive experience in developing long-term strategies, institutional visions, organizational strategies, or policy influence frameworks.
• Demonstrated experience working with think tanks, policy institutes, peacebuilding organizations, governance programs, or similar initiatives.
• Strong understanding of policy influences processes, systems thinking, strategic foresight, and adaptive programming approaches.
• Excellent analytical, facilitation, strategic planning, writing, and communication skills.
• Experience working in conflict-affected and fragile contexts, preferably in the Middle East and North Africa region.
• Deep understanding of Yemen’s political, social, and operational context.
• Fluency in Arabic and English, including the ability to produce high-quality reports in English.

Consultancy Details

• Location: Remote
• Level of Effort: Up to 20 consultancy days over a four-year period, deployed on an as-needed basis according to program requirements.
• Duration: The consultancy will span the duration of the program (four years), with a maximum engagement of 20 working days allocated based on program needs and agreed workplans.
