Background

The Sana’a Center for Strategic Studies invites qualified firms and individuals to submit proposals to design and facilitate a strategic foresight process for the project “Reimagining Yemen’s Peace in the Regional Landscape.”

The project explores how Yemen’s geoeconomic and security interdependence with the Gulf states can contribute to peacebuilding, regional stability, and the development of practical policy pathways. As part of this initiative, the Sana’a Center will convene Yemeni, regional, and international stakeholders in a structured foresight process to examine emerging trends and future developments that may shape Yemen’s regional geoeconomic and security interdependence. The process will explore opportunities and risks related to trade, investment, labor mobility, free zones, maritime and regional security, and regional cooperation.

The purpose of the process is to move beyond immediate crisis analysis toward a long-term strategic perspective on Yemen’s future as a constructive regional partner. It will identify key trends, critical uncertainties, plausible future scenarios, and actionable policy pathways to support peace and stability in Yemen and the wider region.

Objective

The consultancy institution will support the Sana’a Center in designing and facilitating a structured foresight process that enables Yemeni, regional, and international stakeholders to identify emerging trends, risks, opportunities, and actionable policy options to advance peace in Yemen and strengthen regional geoeconomic and security interdependence.

Scope of Work and Deliverables

This assignment is structured in four phases:

Phase 1: Inception and Methodology Design

• Review relevant project documents, prior Sana’a Center research, and background materials on Yemen’s regional geoeconomic and security interdependency.
• Design a foresight methodology suitable for the project’s objectives and stakeholder composition.
• Hold an inception meeting with the Sana’a Center team to align on scope, participant profile, and expected outputs.

Deliverable 1: Methodology note outlining the foresight approach.

Phase 2: Workshops Preparation

• Prepare the workshop agendas, facilitation tools, and participant exercises.
• Pilot-test exercises and materials, and finalize logistics for virtual or in-person delivery.

Deliverable 2: Workshop agendas and facilitation materials.

Phase 3: Facilitation of Workshops

• Facilitate the virtual or in-person foresight workshops with Yemeni, regional, and international stakeholders.
• Guide participants in identifying key trends, uncertainties, risks, and opportunities.
• Support participants in constructing possible future scenarios for Yemen’s geoeconomic, security, and regional role.
• Work closely with the Sana’a Center team before, during, and after each session.

Deliverable 3: Facilitation of foresight workshop sessions, including session notes.

Phase 4: Synthesis and Reporting

• Consolidate foresight outputs, including key trends, uncertainties, and possible future scenarios.
• Identify practical policy pathways and recommendations arising from the process.
• Draft and finalize the final report, incorporating Sana’a Center feedback.

Deliverable 4: Final report with findings, policy pathways, and recommendations.

Time Frame for the Assignment

Required Qualifications

• A bachelor’s degree in political science, international relations, economics, peace and conflict studies, or any relevant field is required for all members of the proposed consulting team.
• Proven institutional experience in foresight, scenario planning, strategic planning, or future-thinking exercises.
• Experience designing and facilitating workshops with diverse, multi-stakeholder audiences.
• Strong understanding of peacebuilding, conflict analysis, regional politics, geoeconomics and security, or development.
• Institutional track record and/or knowledge of Yemen and/or the Gulf region strongly preferred.
• Strong facilitation and communication skills are required of the consultant or proposed team, with Arabic proficiency considered a plus.

• Technical Proposal — a brief proposal explaining the institution’s approach to the assignment, including the proposed methodology and workplan.
• Institutional Profile — demonstrating relevant experience and track record, with CVs of proposed key personnel.
• Financial Proposal – A total cost in USD, including a clear breakdown of the pricing structure and all associated costs.
